4.3 fights in LFR

1) Increase how often people could votekick.
-a) Side effect: People will abuse it more
2) Tune the fights to require 25 competent people
-b) Side effect: No one will ever use the system, because there's literally no chance of you getting 25 competent people.

Both of these, plus:
- Make it 10-man instead of 25-man, since it's MUCH faster and easier to figure out what 9 other people are doing than other 24 people

Optionally:
- Add a matchmaking system that causes you to lose rating if you do nothing (based on automatic rating and/or whether you get kicked or kill the boss)

Or something like a stacking -10 to loot rolls for every 10 seconds of inactivity, ignoring boss mechanics, standing in bad stuff, etc..
