Ok I know this will sound very sad, and stupid, but currently I'm near the Rift Watchtower area and there is a dragon flying around.....but i can't seem to make it land and fight me.....Wtf should i do...

If you can't hit it with an arrow or spell and it doesnt come close enough to use Dragonrend then there isn't much u can do.
