Are there really no intellect neck, back, chest (cloth, non spirit), legs (cloth, non-spirit) dropping at all i DS, not counting tier?

It seems pretty stupid that they claim that valor point gear is supposed to be concelation (spelling) price if your item doesn't drop, when there is ZERO chance that an item can actuelly drop.
