Change away from t12, when?

Should we spriests collect all 4 pieces (t13 normal) before we change from T12?
Specially for us with T12 HC version.

Double two piece is the way to go so long as you aren't using lfr pieces.

My understanding is it isnt worth breaking heroic tier 12 4pc until heroic tier 13 2pc - 2pc/2pc even with tier 13 normal stats isn't worth breaking the tier 12 4pc.
