Bought a new 27" Monitor I think it may need repairing

Hello Mmo-Champ!
Today I bought a brand new AOC E2795VH 27" monitor. At the top of the screen (Before the actual top thing (Bracket or what ev) There is a black line about 1-2mm underneath it and my mouse cannot go above this. It is only the top of the screen, if I position myself more under the screen it pretty much seems as part of my top screen is being duplicated up there. For example if put my mouse cursor on top of the screen it will show two pointed (The very end of the duplicated pointer). Any assistance is helpful

Actually, It only dips at the top actually, the line is around the entirity of the monitor. It is a full HD 27" and im using a DVI cord since it did not come with HDMI. Could this cause the issue?

Changing resolution
Moving Y & X axis of the monitor
Pushing Auto to adjust itself
