Skyrim bounty issue

I got a bounty in Morthal (Hjaalmarch) and i dont know where to pay it off at... when i go into morthal they all just attack me and i get no chance to pay it... if ne one can help i would be very appreciative

Sheath your weapon and they should see that as a surrender, giving you a chance to talk to them.
