This did not change when expansions came out (In reality 2 of them were standalone campaigns). ArenaNet only released new skins and armor designs.
well they also introduced armor & weapon upgrades in nightfall, without which you had to be either 1)lucky 2)rich to get a "perfect" weapon (max damage + maxed wished secondary stats) with specific skin.

not that it was always possible with nightfall, but at least you could build some real decent weapons thanks to salvaged weapon upgrades, some green weapons were still better though but it was still a nice change.

i look forward to seeing gw2's success. personally i m excited based on what i read so far.
especially since they have a different approach to blizzard's "the main reason we inflate stats is because huge stat differences btn expansions/raids gives players a reason to buy a new expansion/experience new raids."

i always thought that was a shallow/materialistic reason. i believe there can be other ways to entice players to buy new expansions.

Instead of raids there are Explorer Mode Dungeons (5man), where encounters are very hard. From every dungeon you can collect unique themed armor and weapons. But item level will be the same across all explorer mode dungeons so there is no "tiered content".

    To recap:
    - all top level items have the same item level
    - expansion will not introduce stat inflation
    - there are no raids available in GW2, they are replaced by hard mode dungeons
    - you can "transfer" stats from one item to another via transmutation stone which allows you to create your own personal set without gimping yourself
Slight correction to your statement... no closed off instanced raids... there will be on the other hand open world drop in drop out raids that occur such as the dragon fights which are part of the dynamic events. Because the world raid bosses are tied to the dynamic events there will be no "LF xxx raid" chat since you can't just walk into a phased area and raid, it has to be the right progression in the world events.

So your statement about raids is partially true and partially false.

Well it really depends on how you define Raids. There is nothing in GW2 that is remotely close to WoW raids - except maybe a big dragon ;p. Big events (huge boss fights) in GW2 are:
    - not instanced
    - not limited by number of participants (more people = larger HP pool, stronger attacks, more abilities used etc)
    - not build around holy trinity (concentrate on the fight, not on health/agro bars)
    - build with more objectives and layers. Way more fight mechanics than your average wow encouter, Teq is a good example of it.
    - not linear
    - rare in nature (yes Teq may be relatively easy to unlock, but progressing through Shatterer's DE's may take weeks)

So.. yeah it really depends on how you look on raids. GW2 will definitively have some huge epic encounters, just not in the way WoW or many other mmos out there promote.

All Elite events will require long DE chains to unlock the final event, Tequatl/Shatterer/Pirate ship/Shadow Behemoth/etc are all at the end of long DE chains so they won't just spawn on the same timer.

As for one of the questions asked about loot, GW2 will follow a similar loot system to GW1 where you'll reach a max stat that will never increase with new campaigns/expansions. Gear in GW is more about customization/aesthetics/and having gear for different situations rather than a one size fits all approach that becomes outdated every few months. Keeping the same stats throughout the life of the game allows for content to always stay relevant and allows for skill to come into play rather than who has the best stats. Let's be honest, no one wants less things to do in a game as time goes on, it's a really backwards concept that no other genre in online gaming has other than MMOs.
