Whats funny is, this is no different than any other tier of poaching players; only difference is, they aren't going to be kept in the guild as mostly benchwarmers to later leave out of exclusion from later content and clears. If you all don't think this happens in every top guild every tier, you should just stop commenting, because you have no clue of how it works.

Actually considering the regions have totally different cultures, it is important.

In a game where ranking is completely objective and easily measurable, I can't see the relevance of culture in regard to ranking.

More to the point, the regions have completely different player pools, which makes region first highly relevant. I play on US servers so the best guild I could possibly join is the guild who gets US first. Same goes for players in all the other regions. I could never join Paragon however, no matter how much better they might be than the US first guild.
