Looking to build a new system.

Hi there.

So my friend from Kuwait is looking to build a new system. She'd like to be able to do 25 man raids in Good-High graphics with no FPS spikes.

I'm honestly not expecting anyone to look into buying the parts local to her, so anything from an American site will be fine, she'd just like a general idea of what she can put together for around 1000-1200$. Her current rig is garbage pretty much so nothing is salvageable.
