I currently use the Turtle Beach X12 Headset. It costs like 59.99 at either Walmart or Bestbuy. I use it for almost everything between Xbox 360 and Ventrilo. Its a great pc headset and mic combo especially if you also have an Xbox 360. Another good point is no software needed for pc installation.
best bang for your buck I would think would be the Steelseries 5H V2, they're at the top of your price limit as well. imo

Buy a decent pair of headphones (Like some AD700's, Senni HD555's, or AKG K240 etc) and a clip on mic, don't waste your time with headsets. The vast majority of them are junk. Head over to the Head-Fi forums if you want further advice on the headphone + clip on option within your budget.

pretty much what drannat said, AD700 have a discount right now too! http://www.amazon.com/Technica-ATH-A.../dp/B000CMS0XU You should get those and a clip-on zalman mic (Velcrodot + earpiece mic for 8 dollars.) Sorry for going over budget, but this is the best in the price range.
