Does my graphics card cause low fps?

My specs:
8GB Ram
Ati Radeon HD 5570
AMD Phenom II x6 1055T 2.8ghz

Im playing at high setting and I get from 15 to 30 fps.
I think with my specs I should get more.Many people say its cause of my graphics card.If I upgrade it Will I get like 60 fps.

This depends on what resolution you play on, but I'm assuming you play at 1920x1080 as most people do, if that's the case I would recommend lowering your settings as 5570 is not a gaming graphic card.

I just installed a 5770, which is not top end but average right now, and the game runs great at max w/bloom. Previous card was like a 9800 gt and it ran like crap at low. A newer card can make all the difference.

For MMO's its a combination of the whole system not just one item. However based on your specs your downfall is the graphics card as the HD5570 was only ever designed for media applications and streaming video. If you want to see a nice performance bump Upgrade to at least a Radeon HD6770 or Geforce GTX550.
