Am I missing something?

I was logging into the game and noticed the tip at the bottom of the screen. It said that if I want to respec I just "respec" on my skill tab. I looked in game, but no such button existed. I thought I had to travel to my Capital City to respec and pay credits?

Did something change, or is the "tip" left over when this was the case?

The tip is leftover. You have to visit a vendor to respec.
