Ret paladins are whining way too much about this... When using other weapons, our ret paladin and I both maintain about 35k on a dummy to 15 million. With both of using gurths, he does nearly 50 and I stay at about 39...

Considering it may have been a severe case of RNG (22% of damage from tentacles) yes it's quite possible to do. This is with full buffs and cd's being used.
The point is, I can't think of a time that my tentacle even came anywhere close to his (average on skada is about 16% every fight compared to my 8.5ish). Not only was it proccing at stupidly high rates, his can't miss unlike an arms warriors who can.

16% is an exceptionally fortunate proc rate. It averaged around 10%, if not slightly lower, before the recent change.
Regardless, for your example to be valid, to go from 35k to 50k, the tentacle would be 35% of his total. So no, it didn't happen. Obviously procs can account for part of the damage difference, but nothing close to enough to account for the difference, and that means your comparison is flawed to begin with. Displaying total damage done is bullshit.
Go through an entire night of WoL reports, on bosses, and compare the damage he did with his weapon procs to the damage you did with your procs. I imagine the difference wasn't that large to begin with (and nowhere near your estimation), and you will likely have a noticably larger % damage from your tentacles relative to his damage post "fix" than his did relative to yours before this week.

does it change anything though? is it still the same number of ticks for the same damage? it doesnt matter how slowly each tentacle does their damage, as long as the proc rate stays the same and each proc nets the same overall damage
