There is an online store here in Norway that has the estimated release date as 16th March 2012.

I highly doubt that's true, but who knows.

This is the same than when they decided spellpower would be given by intellect in WoW. Believe me, it didn't required that much tests or time.

But this is blizzard look at their track record, wow vanilla was in beta for 18 months.

Vanilla WoW was in Beta for 7-8 months. There was a F&F Alpha for roughly 4-5 months before that.

Regardless of the time-frame, I can't see D3 beta lasting for 8 months.
