The brain, marvelous instrument though it is, isn’t infallible. It can misfire, seize or hallucinate, and it can do so in a way that’s utterly indistinguishable from reality to the person experiencing it.
I don't see a problem. You just point reticule at the target or near the target while the target is still "marked" and press a button.
You do not need cover mechanics to do that - though it helps.
Powers system can be adapted for FPS to compensate for no cover mechanic.
Plus Tactical Pause Mode can throw you into 3rd person so you see the battlefield and target your powers and control your squad-mates.
There are/were FPS with tactical mode.
Maybe they'll go the "bullet time" route - when time slows down and you can do a lot in "split second" - that is use your powers.
But I do not think they will do a FPS. They did the GoW type of shooter - going FPS will be a step back - at least for console gamers.
Would not feel right in First Person.

I for one welcome the lack of chesthigh walls coverbased shooting. Its retarded at best.
It actually makes my blood boil that some people have this opinion. I just really, really don't see the appeal of the recent COD games. How can they not see they are just being completely and utterly milked for cash? Like COD:MW1 made leaps and bounds in the FPS Genre, it had an appealing, fun and interesting story and the game mechanics were TIGHT and just utterly perfected for it's time... But every COD game after it they've not tried to do anything new, and only made the mechanics and story far, far worse.
But alas, that is the thing about opinions I guess, everyone is different >.< It still makes me angry though >.>
Also if ME4 tries to go more FPS focused, then I'll go from a; "Maybe I'll buy if the Story looks really good" .. To; "Fuck that shit". The best aspects in Mass Effect (And this is what fucked 3 up) has always been the; Story, Characters and Setting. The only 'Real' FPS game to have an interesting story was COD:MW1 and it hasn't ever been replicated since. Mass Effect is an RPG/Space Opera first, FPS/Cover-Based Shooter second. To swap those two around would just destroy the Series completely, even after its decline in awesomeness because of ME3.
