Balance druid trinket question

So, i really cant find any information about the BiS moonkin trinkets. Some lists say Will Of the unbinding and Insignia, Some say Will of the unbinding and cunning of the cruel?

Which trinket is better for moonkin if you can reach 3101 haste cap w/o the proc, Insignia or cunning?

This has been answered, and isn't too hard to find or sim.

Insignia. And since when are you counting in a procc to reach hastecap (add to that, a procc that by itself gets you to the mentioned cap)

Insignia for single target, Cunning for fights with more than one target in range for at least half the fight.
