Make Boomkin DPS competitive on single target.
Give Boomkins a Combustion/Soul Swap spell for AoE situations.
Unrealistic change: unnerf the rip and rake dmg a few patches back
Realistic change: Beserk beaks fear but unlike its unnerfed version, it will only break fear on use instead of being fear immune for the entire beresrk duration
feral(PS) cyclones dispellable and old Tree form with a flat nerf to all the healing to even it out.(aka healing as resto stays the same, heal as feral/balance goes down).

Easy, bring back bonus armor for healing spec, so we're not so frickin' squishy in healing form w/o tree.
I've been thinking about it too, but if we don't get bonus armor, barkskin should allow Druids to cast while running. That way you have to decide whether to use it defensively or offensively seeing as how Boomkins need to be standing still to do any proper damage.
One major gripe is in MoP, shaman NS is going to be a 1 minute cooldown and increase haste by 5%, while Druid NS is going to be a 3 minute cooldown and increase healing strength by 50%. I don't know how many of you PVP, but I'd gladly give up 50% stronger heals for 1/3 the CD and 5% haste.

In PvP, perhaps. But I still believe Holy is weaker in both regards.

My change has to do entirely with eclipse energy and the way it functions.
First i would stop solar/lunar energy being changed or affected by zoning in our out of any places, it's stays the same and retains it's level of energy and charge much like warlock soul shards do. Something like a mushroom training dummy we can summon on a 2 minute cd that provides no additional dps but that we can hit to charge toward a desired eclipse would ultimately be ideal. I have a ton more ideas but trying to limit it to just one, lol.
