Too early in the game to surrender

I agree on this, surrender should be available from the beginning. Along with a vote kick on the champion screen and in game.... but oh well.
On a sidenote however, how the heck do you get so many leavers?

Why a vote-kick on the champion screen? I can see this turning into kicking people for things like not wanting to tank or support because other people were faster in selecting. You should never get punished for simply playing who you want to play, and you should NEVER be forced into playing a role that you don't want to take on, especially outside of ranked games.

I don't like the idea of bots taking over. Because they are really easy to fool, and it may just end up feeding the enemy into oblivion, making a win all the more impossible. I think losing someone for more than 8 minutes before the 20 minute mark should mean the loss is forgiven and you are allowed to surrender.

That would just be abused. Someone gave up first blood? Rage at them until they leave, then - hey presto - you get a loss for free!
