Tell Me When Configuration

FYI I am a dk and I am using this addon mainly for PvP since I have stopped hard core raiding for a while.

I install the addon, log in, have the Group 1 bar ready, add the spell I want (pet stackable buf).
Configure it to show stacks and timer etc.

type /tmw

Start stacking buffs

And when the icon appears there is a red-bronze frame around it.

I am looking in Interface-->Addons-->TellMeWhen and both the config window of the spell and I cant find any option for this frame to be disabled.

Any further help?

Tell Me When also uses features from other addons such as inline auras, omni-cc and the like.

Are you sure it isn't another mod that is adding the frame?
