Need some help with reforging

If a piece of gear has no dodge or mastery do i reforge to dodge or do i reforge to mastery?

also makingf sure, the hit cap is 8% and exp 26 right?

If you're a Bearcat with 2t13 then you can reforge to Mastery.

Otherwise you should be going dodge.

Hit cap is irrelevant since you will never hit it, but yes it is 8%. Exp softcap is 26. After that it is less valuable than hit.
