If it seems to be an issue inherently about Titans and 3DMark 2013 not working right, I can (for now) just say Titans need not do 3DMark 2013.
You could also just try lowering your clocks back down and see if it's an issue with heat/voltage. Speaking of which, what kinda temps have you been seeing?
mid 60's don't think i've touched the 70 degrees even lol xD (mighty impressed with the cooling so far)
and no way in hell im going to post stock results
it seems memory can't be oc'd much at all however , did manage to push core to 1201 when boost is active. (hovers just below that atm 1175 mostly)
No problem with stock results, it could at least show whether the OC is not all that stable.
And I mean to post stock results just to see how stock handles 3DMark and if it downclocks as well or not.
I have reasons for everything I suggest, Shroud.
To actually get on these boards, you need to use scores/pages from your GPU at the overclock you are reporting to us. :P Everyone follows the same rules. If an OC isn't stable, it isn't stable and cannot be up on the boards.
Oh, I was totally waiting for a 3DMark score. Are you using EVGA precision or MSI Afterburner?
Hopefully NVidia will push a new driver soon that will fix your issues. =/
I wonder if having an actual Ivy Bridge CPU would aid at all, after all, your Titan as for now is in a PCI-E 2 16x slot.
alright update for tonight.
managed valley + heaven with +122 on the core +452 on the mem. (valley was a 3030 score iirc)
3dmark11 > won't even recognize the card thus cannot test. (gonna try vantage after this 3dmark13 run)
3mark13 > working on running lower core off-set to see if it won't crap out. (+109) (getting device removed error just before or during firestrike on attempts before it, so either OC isn't stable enough or driver issue)
once i can fix a normal 3dmark13 score ill run the other ones officially etc for the ranking ofc. (fingers crossed that i can manage that tonight)
edit: how about this?

I'm going to give you the benefit of the doubt on the 3DMark reporting the core clocks incorrectly, Shroudster. Your score is still ahead of cards like the 7970, so maybe it's just because the GPU is still new. Congrats on our first Titan added!

I do wonder how it likes having a whole 1.2v being shoved through it.
Just because you have good temperatures doesn't mean you should push a certain voltage through a card.
Like for instance, 560 Ti's shouldn't really have more than 1.1v pushed through them, even if you have like a Twin Frozr II cooler on them like I do.

As for core clock reporting, this is correct.
http://www.3dmark.com/3dm11/2753251
well yes and no regarding voltage. (usually too high voltage = bad temps, ofc there is a limit to what kind of voltage to sodomize a chip with)
perhaps 5xx series works fine , my 670 never showed proper clocks either and so far i haven't found a titan that did aswell.
also all those 3dmark scores makes me think of getting a 3930k..... lol (now that would be overkill for my needs)
Reason for wrong clocks on Kepler cards is the "3 steps" from idle I believe. It's like 3DMark tells me my CPU is 1,6GHz while it really is 4.6GHz
true that.
quite interesting i ran the same clocks without the voltage tweak and i actually scored around 400 points higher in 3dmark. (k-boost not dropping likely but boost maximum is +-40 less on the core clock)
argh i wanna push my cpu to it's limit but i should do that AFTER my exams which are in two weeks QQ
