Lua (from the Portuguese word for moon) is the scripting language used by World of Warcraft for Interface Customization. Only a subset of version 5.1 of the official Lua specification is implemented, and should suit most addon maker's needs. More information about Lua can be found on the official Lua FAQ.
Most interface addons are customizable and you can take out whatever you feel is not needed/too heavy.
But in order to get a better answer: What kind of UI are you looking for?

Also, I highly doubt there are addons that change the interface in a way that it uses less memory than the standard Blizzard UI frames...

ElvUI is not heavy either and lots of options.

well my regular PC has gone threw the window so to speak. so im sitting on a semigood laptop for a while til i can afford a new one. so well i dont have the biggest screen, but i dont want stuff to feel cluttered. want something thats easy on the eyes and easy access to buttons etc ( playing as a tank)

prefer something with unitframes at center

Give Tukui a go, my brothers 7+ years old computer could run that - and it's actually quite decent, it's not the easiest thing to configurate though.

In that instance, I'd recommend something less frustrating than a pre-made UI, which is always going to be someone else's idea of what you can and can't have.

I'd recommend Bartender4. You can put your bars right where you want them, there's no grief with setting them up (simply click and right click the icon on the side of the minimap to open the config menu), and you're free to use any other adons that take your fancy, without any dramas.

BT4 is is very easy on the eyes and incredibly easy to access buttons, imo.

*Edit: the other bonus with Bartender4 is that you can have up to 10 action bars at once (not that you'd need them), unlike some pre-made UI's.
I used to be snow white, but I drifted...

If the OP is looking for lightweight addons since their comp died, I'd probably recommend Dominos before BT4.

FreeUI is one of the most lightweight UIs I have used. It was like 1mb or less memory usage.. The only thing is it is all LUA files so if you want to edit something you have to know how to go through LUA and change things yourself.

Try LUI or ELVUi or TukUI but LUI pwns all IMO if you don't care about memory usage but want something that looks the bomb.

Personally i found out that especially in LFR Elvui is a pain.
Going back to my own UI gave me alot more FPS. But ive heard its recount being a memory hog.
Bartende, Sexymap, NeedtoKnow, Shadowed Unit Frames, Vuh Do, Skada. thats all you need
To make my life easier i have, auctioneer, auctionator, Postal, baud manifest and Power auras installed
DBM is reccomended but completely optional since wow pretty much tells you everything and my Raidframes shows boss debuffs
