How do you do this with the resource bar?

I can't figure this out. I'm using pitbull, but I am starting to feel like this is a different mod. How do you do this?

It is a different unitframe mod, stUF (Stellar unitframes) which is a unitframe mod with a lot more customizable options. You do that by adjusting the frame levels of the bars.
