Is it hard for a non-EU to school in the UK?

Is it hard for a non-EU to school (university) in the UK? I've got IB certificates, and I've looked over the requirements but I'm not really sure about them. Will I be able to work there while I'm a student? I will ask my old highschool college counselor for help, but I want to see some opinions here first.

I believe with a student visa you can work for 20 hours a week.

Well I've been looking up prices, and I saw a chart where the average tuition for nonEU students in the UK was something around 9-11k pounds, which would be cheaper than if I studied in most schools in the US as a nonresident there too.

And considering the field I wish to study doesn't really need a bachelor's degree to get employment, but just experience and a good portfolio (which really you can do with self-learning), I don't see the need to pay 40-50k USD a year...
