Sadly no not really, there are Sylvari there like plant people, bit elvish though.

I wouldn't say there are elves, but there are these things called Sylvari. They look like elves, only... They're made of plant material. Just look up Sylvari on google images.

You can make a very small, fat chubby Norn and call it a Dwarf, but if you expect it to look like a small human, it won't. It will just look like a really weird human viking mess.

Guild Wars 2 is all about "being not like any other MMO". Not even the class mechanics, game mechanics, but rases as well makes HUGE difference from any other game. I'm truly tired of elves, and to my mind Sylvari are so much better:

On a more serious note, yeah, there are no "typical" races in this game besides the humans. And even the humans are not your generic humans. Even so, I am sure you can be a shorter Norn if you want, but I am not sure HOW short you can possibly be.
