Wartortle. I don't think I ever evolved him even after playing Pokemon blue for 3 years and constant restarts. It was difficult especially after hitting cinnabar and getting all the rare candies. Pressing 'b' every level.
Haunter was another favorite, as well as Poliwrath was a big one.

Any Evee evelution - except jolteon.... horrible art on him imo. though he was the first shiny pokemon card I got from a pack... so yeah, even jolteon.
