Well, after a week with the expertise hardcap in place and a week without, I have made my own determination that the expertise cap isn't needed at all. I found myself with a little extra chi in the long run due to lack of parries, a little bit more overall dmg, but my elusive brew uptime was lower. I had more 3 more Blackout kicks due to the extra Chi, and 1 more PB. In the end, negligible.
The damage difference wasn't super huge overall, just above a 1k dps increase, 250k dmg extra overall on a 7min fight. Not that big of a deal in the grand scheme of things. Elusive Brew active uptime went from 44% to 38% and I did take more damage overall, and staggered more. Shuffle uptime was identical, 98.7%, so no issues there.
The one thing I found odd was Dancing Steel uptime. 78% uptime with 7.5% expertise, 54.7% with 15% expertise. I get RNG, but that is a pretty large difference for 7 min fight IMHO.
Now onto PTR testing. I found that I was having to purify a ton more during PTR testing on some of the bosses. Mastery got a boost, so we are staggering more by default, which in turn requires more PB's to offset the damage. In order to combat this, I think haste will be the more desired stat again. I am going to try a 9k haste build with ascension and see how that goes this next week.
