There was an opt in like... 2 months ago. That was the only time frame you could've done it. The beta test will consist of those who opted in during that period as well as pre-purchasers.

Pre-purchase are the only ones who can access for sure. Some codes were given at PAX and they have a sure pass into this beta. There seems to be a slim chance to get in if you signed up for the beta but honestly I wouldn't count on it.

Some of them not all of them, the only way to be sure you have a spot is to pre purchase

The pre purchase gets you in, oh and PAX codes. Very low chance at getting in if you don't have either.
