Yes it was higher than 39.3mil. However, there was a change shortly after 4.3 became available to the encounter that slightly reduced their HP. When it comes to nerf % it comes from the new value of 39.3 I think, but it wouldn't be far off either way. I quote the hotfix below for the actual original HP.

December 12 2011: "The health pools for Burning Tendon, Corrupted Blood, Corruption, and Hideous Amalgamation have been reduced by 6 to 11% for 25-person raids on both normal and Heroic difficulty."
