    The effect reminds me of the fortexorcist secondary splash icon (note a lot of extra stuff would have to be turned off if that was all you wanted). Though weak/power auras could easily create that icon as well.

    If you want all cds fortexorcist might be easier to configure. If you want just a few spells weak/power auras might be faster.
