they missed the word 'rating' , 21,000 mastery rating. Consider, there will be more stat required for 1 point of mastery @ 90, so yea its probably a fix than a buff.

Curiously, it's a buff at 85 but not at 90. 700 mastery rating gives one mastery point at level 90, so it'll be exactly the 30 mastery points it used to be. But at 85 dark soul is giving 6250 rating, which is 34.87 mastery points.
