I suck at downloading the DIII installer :(

I downloaded the installer, was pretty surprised to see that you can't even install untill the launch.
Elaboration: You can download the 7.6Gb install files, but it won't let you install until launch.

You are able to install 14 may 08:01 PDT (17:01 CEST(?)) to prevent dataminers from spoiling everything as long as possible. So you'll probably have some time before launch to install + download patch.

I have seen peak download speeds of 92.8Mb/s so I generally do not have this problem. However, it should continue the download from where it left off.

try turning off P2P connections. since you can't control your upload limit, this will actually slow it down for many ppl (it does for me)
