Is the bear form going to be strictly for PVE? or do they want it to be used as a pvp spec as well? it may be still unclear while the beta is sorta young but if anyone can shed some light on this subject that would be greatly appreciated
Bear will be for PvE. I don't see it being used much in arena. Might be useful in RBG's, don't know yet. But you basically have no cat abilities as a Guardian, and vice versa.
