ive been wondering all day. Since i live in Northwest Arkansas, does that mean timezone will effect when Diablo starts up for me? or will i be able to play at 12 tonight as well?

All US servers go live at 12:01am PDT (Pacific Daylight Time). In northwest Arkansas you're in CDT (Central Daylight Time), the servers will be going live for you at 2:01am. People on the east coast will be waiting until 3:01am EDT, and people like myself in MDT are waiting until 1:01am.
You're just jealous because the voices are talking to me!
