desktop sort by name doesn't actually sort by name

this is a screencap of my desktop, icons sorted by name.

however, they aren't actually sorted by name. it's more like the icons were split into 2 groups, each group sorted separately, and the 2 groups put after another. is this how it's supposed to work? and why does it do this?

Some of the icons are under Users\Public\Desktop and some are under Users\username\Desktop

Some of the icons are under Users\Public\Desktop and some are under Users\username\Desktop

So, if I want to fix this, all I need to do is move the icons from Users\Public\Desktop to Users\username\Desktop? or would this cause broken links?
