It's to keep the identify scroll feeling alive. It's sort of like a present you get at Christmas. You know it's shape, but you don't know exactly what it is - until you open it, of course.
...Other than that, no, it really doesn't have a purpose.
So you can wait 3 more seconds to see the crappy item you got. Its like going downstairs Christmas morning as a kid, thinking your gonna get all this cool stuff, but after unwrapping everything they all just suck.
Because they're rares. So why not make it harder to get?
i would have to guess its so they can give mobs generic boss loot and then the rng factor comes in when you open it of course. i dunno though
Yeah, as pointed out, it's for the same reason they added Town Portal. It's to keep the traditions of Diablo somewhat intact.
