Where Are The Damage Numbers Coming From?

With regard to skills, I see things online like "Ray of Frost does 280% weapon damage". Where are people getting these numbers from? They're not in the tooltips from what I can see. I can't find them in the details of my character sheet. Is there something I'm overlooking? Did someone just figure this out somehow and everyone accepts it as that's how it is?

go to "Options > Gameplay > & tick "Show Advanced Tooltips"
