How does drops work? (where does level drop)

I wonder how the drops works really.

I know in inferno, 61lvl drops in act1, 62lvl drops in act2, and 63lvl drops in act3&4
And as I guess you can get all drops from act1&2 in act3+4 too? so better to farm like act3?

But for lower lvl item like:

I understand they can dropp in hell, but wheres best place to farm just this 3 item's? warden/butcher runs in inferno? act1 or 2,3,4 in Hell?

I got that Act II Inferno just outside Alacarnus aprox. 100% MF with 5 stacks and some gear.
