As a Ret I'm supposed to have 481 expertise before Seal of Truth glyph right? If so, why do I see so many experienced Rets going with a much lower number of expertise?

Because if i'm not mistaken, expertise is HUGE for ret pallies, since all your HP generating abilities are on a fairly long CD, and missing with one is pretty bad.Walking with a friend in the dark is better than walking alone in the light.
So I chose the path of the Ebon Blade, and not a day passes where i've regretted it.

Get to 16 expertise before the glyph. No exceptions, really. Missing a crusader strike is bad news bears.

First one benefits from human racial and is, more or less, fine; little over cap, but not by enough to really gripe about (though it is still wasted points). Second one is way under cap for their gear level and, thus, doing it wrong.

491 is needed without racials/racials active.
381 is needed with racials/racials active.
Plus what you get from the glyph all considering.

Like stated, with the racial bonus Flash is actually over by a little bit with the glyph, but he barely plays now and probably doesn't care. The second one probably has a Gurth and thus with a sword equipped is right on the mark, most likely just likes the look of the transmoged ax and logs out with it.
