Why don't we create a 4th branch of Government: Ethics Department?

Ethics wasn't known when our political system was established. Corporations exercised very little control. But that has changed. I would like to be able to increase Freedoms while separately and effectively increasing security. Our present system eliminates freedoms to supposedly increase security. TSA destroyed my brother-in-laws artifacts that he brought from another country. TSA would NOT pay for their intentional destruction. There is a way to provide the checks and balances and when I am allowed to post links I will provide a link to the website that outlines a practical method of eliminating all corruption.

You cannot eliminate all corrupt until you can change the nature of mankind.

Ethics has always been around... maybe not modern forms of it, but I mean, the Greeks were among the first to lay out ethical systems of behavior

I would like to see how corruption would fail to work its way into this system. You're assuming that it's possible to eliminate greed.
