How do I know if an item is "Perfect"?

For legendary items and certain crafted items, there's a list on the official site with the exact ranges:

Those are not 100% accurate though. I've often seen legendaries on the AH with more primary stats than what battle.net would suggest.

You can double up on a single stat, which was explained in the last few posts.
