realm firsts and 60 days

so guys, i know there is a rule for realm first PvE achievemnets about the 60 days. if you transfer you won't get the achieve if u do it in less than 60 days after ur transfer.
now my question is, does this also apply for realm first lvl 90 achievement? coz i really wanna transfer
do u think that i can still transfer b4 the 60 days?
