He listed for 250 Euro on BID(which is maximum). If you want to win the acution you must outbid with a higher sum of money (see the AT LEAST 262.5 Euro)

Well you can get that Life on Hit with a purple gem. Imagine a blue with 1200 dmg and socket. This also has Int which is not so good for Melee's (20 resist which is next to nothing)
