Is my Graphics Card the Problem?

I've been playing WoW for a few years now, and in that time I've got a new PC a couple of Months ago ( 8 Months )
Before I had this computer I had quite a old computer, that could run WoW on Some textures on High etc, most on Low like Shadows/Particles.
After getting my new Computer which is this:

Processor: AMD Phenom(tm) II X4 850 Processor (4 CPUs), ~3.3GHz

Memory: 8192MB RAM

DirectX Version: DirectX 11

Card name: ATI Radeon HD 5400 Series
Display Memory: 754 MB
Dedicated Memory: 1010 MB
Shared Memory: 3839 MB
Current Mode: 1366 x 768 (32 bit) (60Hz)

Question is, Is my graphics card really that bad?
Can you recommend me any good low budget ones?
Does WoW require a good graphics card? ( I never thought it would )

Yeah it is pretty bad. What kind of a budget would you call "low"? You can get a radeon HD 6850 for 130-140 dollars.

With the one suggested by Butler Log, i was wondering if our power supply is enough to handle that? Like the OP I'm also trying to get wow to run on good quality with stable fps in MoP (25man raids).

GPU is the issue.
