bad to have graphics card on lower pci slot?

i have my graphics card on the lower slot there, and was wondering if it was better to have it on top

It will have 4x potential bandwidth more at its disposal in the top slot; It won't make use of all of it there, but it would benefit more from it than where it is now, correct.
