There are 2 Battlegroups, 8 each, since there is a total of 16 servers. So yes like WoW.

I believe one group is Laethys, Faeblight, Deepwood, Wolfsbane, I think Threesprings, and a few others. Possibly contains Seastone, but could be wrong. I haven't done much in the way of random groups that are cross-shard so I can't really say who all is in which group. But those first 4 I know are.

    The 'good' Battlegroup:

    Threesprings
    Faeblight
    Wolfsbane
    Deepwood
    Gnarlwood
    Laethys
    Greybriar
    Silkweb

    The "Boring' Battlegroup:
    Seastone
    Briarcliff
    Byriel
    Deepstrike
    Greenscale
    Keenblade
    Millrush
    Shatterbone

I named the top one 'good' because it pretty much has all the top population shards in it. The bottom one is pretty much Seastone, and a bunch of empty shards.

Found this on the official rift forum:

    NA:

    Seastone
    Deepstrike
    Deepwood
    Keenbad
    Millrush
    Shatterbone
    Greenscale
    Greybriar

All the others are in the other one.

The popular EU one would be:

Bloodiron, Riptalon, Whitefall, Argent, Icewatch, Steampike

No wonder my queues suck so bad. Why cant they just mega cluster like WoW? If WoW can somehow manage to get 240 servers in the same cluster Trion cant get all 16 in one?
