Suggestions for a video editing computer

Hey guys, I recently build my own computer and now I have a friend that is interested in building one. The thing is she is interested in video editing and I have no clue what is decent for that, besides a fairly large hard drive.

Budget - havent gotten one yet. i would assume 800 max
Resolution - They dont care they said around a 15 inch screen
Any other intensive software or special things you do (Frequent video encoding, 3D modeling, etc) - video editing
Country - USA
Parts that can be reused - none to my knowledge.
Do you need an OS? - yes
Do you need peripherals (e.g. monitor, mouse, keyboard, speakers, etc)? - yes
