The graphics card is one of the pricey-er components, so you can probably easily do that, go look through sites that sell parts and form your own list, see how much you can push it.

If you already have the GTX460, then just take the 650 sample build from http://www.mmo-champion.com/threads/...-Sample-Builds and subtract the video card. Voilà, almost exactly 500 bucks.
Why do something simple, when there is a complicated way?
