currently questing in kun lai summit and im seeing people little yak mounts not the big yak mount i guess u can call it baby yaks do i unlock the vendor thru questing?

The vendor is at The Grummle Bazaar, if I remember correct. The area is heavily phased, so you will have to keep questing until you get there.

That area wasn't phased at all for me and i never did any quests there

Ah OK. I finished the zone long before they added the mounts, and just followed the quests from hub to hub.
