Currently in beta, all of the honor mounts except the wolf and horse are account-wide.

i would not be surprised at all if pve feat titles like immortal are available for every character but old pvp rank titles will not

Yeah, that looks like how it is going to be, but you know how beta is. It is hard to tell if something is supposed to work that way, or if it is working that way because it is beta.

But because my old pvp titles only show up on the achievement Feat list when I'm logged into the character that earned them, I suspect the titles themselves will not share since the achievement itself isn't even sharing.
